Is it compulsory to deduct TDS from salary every month. If not deducted what is the penalty and what are the deadlines to pay TDS deducted from the salary.

Clause 3 of CBDT Circular No. 8/2010 [F.No. 275/192/2009-IT(B)], dated 13-12-2010 SAYS INCOME TAX HAS TO BE DEDUCTED FROM SALARY EVERY MONTH AT THE TIME OF PAYMENT.
