Tds deducted on tax invoice(vat)

13 June 2015 if i am doing business of wooden supply to my supplier with vat charges..says 100000+4000(4% vat)-10400. and there would be no tds deduction by my supplier on payment

Because it is a pure purchase transaction for the buyer (no service component is included).
