21 May 2012 Proviso to Section 194J provides that TDS shall not be deducted if the amount DOES NOT EXCEED Rs. 30,000.

Therefore TDS will be deducted only if the amount exceeds Rs. 30,000. If the amount is exact Rs. 30,000, TDS will NOT be deducted.
