Can anyone tell me if the new TDS rates applicable from 1st october also includes cess and HECess? If cess and HECess applies, then to which section does it apply?

Ed. Cess & SHEC has been abolished so for TDS provisions are concerned w.e.f. 01.04.09. There is no change in this aspect either before or after 1st Oct.
Cess is applicable in case of TDS deduction from non residents and on TDS on salary.

Edu cess & S h Edu Cess are not abolished but w.e. from 01/04/09 while deducting TDS eccept TDS on salary and TDS from Non residents need not to deduct Edu Cess and S H Edu Cess with ITDS
