Submission of new recommendation form

03 June 2013 I am an IPCC Student gave exam in November 2011 but didn't clear & i was unable appear in subsequent exams held in may . nov 2012 & may 2013. Now i want to take up the exams for coming nov 2013. whether i can directly apply for the exams?
someone said me that i should send a new recommendation form to chennai.
please guide me.
