when i am filling my return and taking input 4.944% there is an error showing invalid service tax rate.

You have to enter only 12%. You have to enter the abatement amount for 60% abatement at the appropriate column so that your gross amount gets reduced to 40%.

if we are taking abatement than we take the credit of service tax for same services.

Yes you can take credit for input service.
