A foreign National holding PIO card in India and would like to work as a marketing consultant. Can he get himself as consultant in India and chanrge and pay service tax

Any service rendered by any person, irrespective of his nationality 'in' India is taxable as per Section 64 and 65 of the Finance Act 1994.
In your case if the foreign national has crossed basic exemption indicator of Rs 9 lakh pl advise him to register himself with service tax provided his receipts shall cross Rs 10 lakh as per Notification no 8/2008 dt 01.03.2008.
