where a service provider maintain books of accounts on cash basis relating to taxable services provided by him, will service tax be payable on accrual basis?

If gross turnover during PY is less than 50 lacs and service provider is individual or proprietary firm or partnership firm, cash basis could be followed upto 50 lacs turnover in current year also.
