i want to know about rules regarding Audit of Gram Panchayat and time limit of filling income tax return of gram Panchayat which is covered under local authorities

No any special or specific RULES for Local Authority (Gram Panchayat) The normal rules of AUDIT are applicable.
The date of filing of return is as per sec 139
