01 June 2010 We are engaged in manufacture of Emulsion Polymer,We are using some excisable and some non-excisable ( Some are non excisable in origin and some are excisable but the requirement is in some grams.so we are purchasing said RM from black market,without paying duties.)inputs for manufacturing Excisable output/Finished Goods.Whether it is statutory to keep input & consumption record of non-excisable inputs in books like RG 23 A PartI ?

02 June 2010 Dear the excise department will require only RG23a part-1 for excisable products, but for other acts/workings (like costing, audits) you have to maintain the stock register for non excisable products also.
