21 September 2014 ICAI has proposed to increase stipend but when it applicable??

See above link. It is just a draft. date of applicability will be from the date of amendment in Chartered Accountant regulation 1988.

21 September 2014 It is still in the nature of proposal and you are advised to wait for the final announcement by ICAI in this regard.

It is actually a time consuming process and you have to wait for some more time.
