plz someone tell me whether for taking loan the IT- Return filing is mandatory and if its so it should be prapared by a chartered accountant means it should bear the sign &stamp of a CA
plz clarify
and weather balance sheet is also required??

Yes, IT return is compulsory. Be sure that there should be three IT return for three regular A.Y. these return should have proper time difference and Balance sheet also required.
