Reason behind issuing excise invoice rubber stamped

i would like to know the probable reason behind issuing ecise invoice being rubber stamped with basic details...........
Learned expert sir Arun Kumar singh has already told me that Name of manufacturer,address Range and division details and ECC number should be pre printed

31 July 2012 for registered dealers , it should be pre printed,
for manufacturer, rubber stamp may be used.
