Does because of Notification No. 01/2019 – Central Tax (Rate) GST under RCM method on purchase from URD is to be paid?

What is the interpretation of this notification?

05 February 2019 No need for any RCM payment now. It's applicable only for certain notified persons and for notified goods. No notification issued as on date. So no RCM applicable now.
