one of the dealer, in kannur (which is in kerala) is selling goods to a customer in mahe (U.T). the doubt is that, wheather the dealer can charge 12.5% KVAT for billing at mahe, or at a reduced rate

If the purchase gives you Form C then you will charge CST @2% otherwise charge tax @ full rate.
