Pan card application rejected please help

27 November 2015 I had applied through utisl for pan card of my mother. I forgot to send copy of aadhar card as proof as mentioned in application and application got rejected.
Again i have resend print out of that application alongwith copy of aadhar card but still status is same...

Whether i have to apply again in fresh application and again have to pay fee????

27 November 2015 Every time a commit a mistake i have to pay fee???? if they require id proof i have send why that is not considered...
