WHILE CHQ.BOUNCED SHALL I PASS THE PAYMENT ENTRY OR JOURNAL VOUCHER KINDLY CLARIFY

ones there will be no effect on financial statement by this and we should pass journal entry by debiting party a/c with boyh amount of cheque and dishonour charges

In tally you shall not be able to pass journal entry for this because ultimately you will have to credit the bank, and it can be done only when you will pass the Payment entry.
