Can department deny refund of VAT due to non submission of vendor transaction confirmation statements. specially in case where we have stopped doing business with vendors or they have winded up business?

Refund under MVAT is very herculeon task. The dept can deny ur refund giving u variety of reasons. This is one of the reasons. In fact, in many cases dept. neither denies the refund nor allow it but jus go on extending the time. Total Refund due from the Sales Tax Dept runs in about more than Rs.10000/- crores.
