27 September 2016 I will be appearing for IPCC both group exams in may 2017 , Which syllabus is applicable ? Old or New ?

28 September 2016 New syllabus is yet to be notified, hence till that time old syllabus will continue.

28 September 2016 which NEW syllabus are you referring? Is it notified or what, in your region, on stand alone basis?
