Before going to registrations first decide under which form you are obtaining registration. In India broadly you may do business 1) Proprietory 2) Partnership 3) LLP 4) Private Limited Company or 5) Public Limited Company.

Basicaly for Chemical business you need to get below mentioned registrations: 1) Registration with Partnership or RoC depends on your requirrement 2) Shop And extablishment License\ 3) PAN & TAN 4) Food and Drug (depends) 5) VAT 6) Service Tax if rendering services (depends) The list is illustrative.
