my income in the year 2014-15 is below exemption limit e.i non taxable i want to file it return for that year in 2016 is there any penalty on that?

No penalty if you file it on or before 31.03.2017 as a belated return (Sec 139(4)). Only problem is, you can not revise the return if any corrections are there.
