02 January 2016 It has been clearly stated in the requirement as Driving licence. So learners licence will not be accepted.

02 January 2016 learning licenece is not a proof. it is temperary issued by the department. it has a sort validity and also in provisional in nature.
This cant be accepted as ID Proof for any legal purpose
