you can apply but ensure that your application has been processed or is under process at ICAI. So kindly do check with ICAI office where you submitted the application

Yes you can definitely appear in Nov 2014 attempt provided your revalidation request processed by ICAI officials.
Hence as suggested by expert above keep in touch with ICAI office w.r.t. your revalidation request. I wish they clear your request before last date for exam form filing.
