At the time of upload 4S return there no option to select in forms. plz tell what I do.

No 4S for fy 2016-17. Instead 4 is prescribed.

Income is under 44AD can I file ITR 4 but there is no exel utility for fy 16-17 on income tax site

click on ITR 4....(ITR 4S has become ITR 4 now.....)

4 excel utility is released on 1-4-2017, If not available in IT website, u can download from http://www.cutmytax.com/itr-4/
