if the gross income of the employee is less than 2.5 lacs for the f.y 2015-16, and he need form 16 for loan purpose , so employer can issue form 16?

there is no criteria for the loan what the income, loan agency demand the income proof. you have to provide. employer can issue the form 16 manually or on its firm letter head if income is not taxable.
