18 June 2015 Who are the employer liable for giving form 16 to its employees? Can an Employer give form 16 who has not deducted any TDS on salary of its employee?

TDS certificate can be issued only by the person who has deducted the tax and remitted to the govt.

can you explain the situation under which an employer who has not deducted the TDS has become liable to issue form 16.
