Hell, Is it mandatory to have Form 16 to file income tax return by salaried employee even if not have any TDS or salary not exceed basic exemption ?

Yes, form 16 should be give by employer to employee irrespective of taxable income,TDS deducted etc... Because of form 16 is evidence for the payment of salary and other allowances etc...

The Form 16 is must in case of TDS. But if there is no TDS then Form 16 is not required and you can simply obtain a salary certificate from employer.

Since it is mandatory to issue form 16 from traces website for nil tds form16 is not available.
However employer may issue manual form 16
