Assumed That, "My total income for Fy 2014-15 is 2,80,000.00 that's why i have filed my income tax return, but my total income for Fy 15-16 is 2,30,000.00". Am I liable to filed income tax return for Fy 15-16?

As you are below taxable limit so you are not required to file Income tax return, but it is good practise to file return each year if once filed.
