Reverse tax on subcontract labour

16 July 2014 we are interior contracting company and we have given subcontract to an individual -labour work.
He produced bill of 5 Lakh without ST since he is not get registered as TO is below 10 Lakh.

Is any liability to pay reverse tax on the above bill by us.

Please clarify at the earliest.
