when can the Central government may grant exemption to a company from complying with the provisions of sec 129 ? What may be the reason for such exemption plz explain it with "example" Is there any particular application form required for claimimg the exemption

It depends on Central Government. I guess it can not be done on the application. Even, Central Govt. can do that only if they consider it necessary in the public interest.
