I had applied for Importer Exporter code(IEC),
But DGFT send me a Deficiancy letter stating that 'Pls submit Downloaded Copy of Pan card as your Pan No. is not available on I.T. Site'.

Yes you can get downloaded copy of your PAN card from tin-nsdl.co.in
go to know you PAN and fill up requried details.

Following are the ways from where you can get your copy of PAN card:
1. visit https://portal.incometaxindiaefiling.gov.in/e-Filing/Services/KnowYourPanLinkGS.html and fill in the requisite details to download a copy of your pan details.
2. Fill form for issue of duplicate pan card and within a week you will receive your pan card along with a letter of duplicate allotment
3. Attach your income tax return to them
