I have closing balance of education cess and higher secondory education cess in excise and service tax. So, how can debit it ?? Please confirm.

08 August 2015 You can utilised the edu. cess and HS cess for the payment of basic excise duty on or after 1.3.2015 received the goods or services in the factory.
