Will drainage share,share of broad band connections & improvement for colony be included in the cost of the capital asset and can indexation be claimed on the same?

Query is not very much clear in regards to the nature of capital asset, however, if you are certain that due to incurring such costs any improvement in the use of property can clearly be seen you can very well treat such costs as Cost of Improvement and take indexation benefit accordingly. .
