Can we submit consolidate TDS return for a year

One of my freind not submit his TDS reurn on quarterly basis for last year.
Can he submit one consolidate return for the last year as a whole instead of filing quarterly return for last year.

if you are asking about last year then you have to give penalty for not submitting return also
