my income in the year 2013-14 is below exemption limit e.i non taxable i want to file it return for that year in 2016 is there any penalty on that?

The time limit is OVER.......
now if you want to file.....you need to take PRIOR permission....In the said permission, there will be the mention of penalty, if any Otherwise in normal circumstances, since your income is below taxable, no penalty is levied....
But NOTE, the time limit for filing that return is OVER.
