There is a provision in CA Final Exam Application Form for attestation / certification of student's photo & signature from a Charted Accountant. Is it sufficient attestation from a Gazetted Officer other than CA ?

It is absolutely fine and up to you to obtain signature either from a Chartered Accountant or Gazetted officer or Head of an educational institution. Which ever is convenient, you go for it.
