The decisions given by various High courts will apply in the respective states in which such High Courts have jurisdiction or to every Income tax case rather being in another States.

You can take support of the decisions given by various High Courts with the Income Tax Department and bring it to the notice of the Assessing Officer.

The decisions of High Courts of a different state have definitely a persuasive value. The same may be quoted before Income Tax authorities as advised by Mr. Satish. However, they are not binding before any other High Court other than the High Court decided the ruling.
