Amount received in usd for selling the exam voucher in india

We had purchased the exams vouchers from our foreign vendors in USD. Aganist these purchase we had paid the service tax under rule 66 A. now after payment we got the refund of 20% of amount paid in USD only.

whether refund of these amount is subject to service tax in india?
