advance payment in foreign currency

if goods have been imported from china but payment against this import was made to switzerland. Form 15CB submitted by chartered accountant was for import from china and not from switzerland. please clarify can payment be made to switzerland while the import from the china.

Is it the terms as per contract and the person to whom payment made is the same.
