Is only online addition of service through ACES portal is sufficient or needed any document /hard copy to submit to service tax department/ range office & needed to collect registration certificate signed hard copy. Please help for above in both cases (1) Addition of service as service tax provider. (2) Addition of service as service tax receiver (reversal charges)

The assessee has to submit the hard copy of amended ST-1 application with seal and signature of authorized signatory and get it approved from department. Usually department will not issue hard copy of amended registration certificate but assesse can take print out from ACES site. In both situations ( i.e as Service Receiver and as Service Provider) procedure is same.
