13 July 2012 what is the rate of interest is chargeable to education loan?

recently, any notice is issued by the RBI ?

CAN ON THAT SUPPORT WE REQUEST TO OUR BANK TO REDUCE THE INT ON EDUCATION LOAN?
my bank charge 15% interest rate?
