17 September 2014 Hi Friends,

if we forgot to file the 3CD and the notice u/s 271B been issued, is there any way out to get the waiver of penalty.

Its pure ignorance of the assessee.

18 September 2014 pure ignorance is not a defense for non-levy of penalty. You need to establish bonafide cause for non-compliance. Only then penalty can be avoided.
