if there is one invoice in which consulting fees and commission both are charged in a one bill .so forwarding letter and a2 and 15 ca and cb should be obtained separately for both payments or common documents for both the payments will do.

the certificate is per REMITTANCE. You need to issue 15 CA and CB as and when remittance is to be made irrespective of the fact if the invoice is one
(Now the probable exceptions to this could be..... out of 4-5 collective instances/documents/instances... one is taxable. one is non taxable, one is at lower rate, yet another is partially taxable....In such an EXCEPTIONAL case, it is better to go as per taxability)
