If Intimation U/s 143(1) is not received/generated and the refund for the relevant financial year is processed. Dose that mean my file is under scrutiny ??

No. scrutiny assessment has the different selection process and criteria. so because of non receipt of sec.143(1) you cannot assume your file under scrutiny.
