Query: What abt Loyalty cards issued by 3rd party as Semi-Closed System Payment Instruments. Card earns Loyalty pts based on selected Merchants and can redeem these points across these merchants. No cash loading on cards & no return of cash. What type of approval is reqd for this? Will this semi close Loyalty card falls under this policy?
