TDS will be deducted on the amount paid Or credited to the vendor. In this case including VAT. Please note that if there is only supply then no TDS U/S 194C. kindly revert.
tds is deducted on income part of the seller, so without vat tds is deducted
For service tax there is nitification but for VAT there is no such exemption.
