Kindly inform me whether the circular no. 58/7/2003-ST dated 20.05.2003 is still valid or this has been superceded by master circular no. 97/8/2007-ST dated 23.08.2007??
I am very confused because the matter dealt in circular no. 58/7/2003 is not considered in master circular.

The earlier circular is still valid.it does not superced the later one.
