Sir, i am issuing delivery challan(not more than 50000)of building material and at month end i issued a single bill more than 2 lakh with delivery challan no. Without e way bill, i am right or wrong

Yes you can do so. But can you clarify how & for what you raising delivery challan ????
But it face problem for Buyer to entry inward in GST
