A Non Resident has received VSS (Voluntary Severence Scheme) of Rs. 24,00,000/-  in April 2011 from UK which is exempt in UK...and has become resident in India for F.Y. 2011-12, therefore his global income will be taxable in India.. Can he get exemption in India for the above said amount...???

No exemption in India once he get resident status.
 

Check the resident status, mere coming to india does not confirm resident status, 

if resident status confirms, then such income is chargable to tax in ndia.
