Transfer pricing documentation by external bodies

Is it mandatory that an external body should prepare Transfer Pricing documentation required to be maintained by a company under section 10 D of Income Tax Rules 1962?

How can we collect information to get an industry benchmarking rate. For example, audited financial statements of similar companies providing similar services.

1. It is not mandatory for an external person to maintain TP documentation. A company can prepare its own documentation. However form 3ceb is to be filed only by an independent CA.

2. It depends on the method of benchmarking & the nature of transaction. could you be more specific? financials of a company can be downloaded from MCA website.
